The National Capital Commission is a federal Crown corporation dedicated to ensuring that Canada’s Capital is a dynamic and inspiring source of pride for all Canadians, and a legacy for generations to come. The corporation is responsible for planning, as well as taking part in the development, conservation and improvement of Canada’s Capital Region. It fulfills this role through the following areas of activity: setting the long-term planning direction for federal lands in Canada’s Capital Region; regulating the use and development of federal lands in Canada’s Capital Region; managing, conserving and protecting the Commission’s assets (including Gatineau Park, the Greenbelt, real property, and other assets such as bridges, pathways and parkways); and maintaining heritage sites of National significance, such as the official residences and commemorative sites.
The main role of the Commission’s board of directors is to oversee the corporation and ensure that it meets its strategic objectives. This includes: ensuring that the corporation’s resources are used effectively and efficiently; monitoring, evaluating and reporting on performance; and fostering relationships between the National Capital Commission and other levels of government and the public. The Commission is accountable to Parliament through the Minister of Public Services and Procurement Canada.

Education and Experience
- A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;
- Experience on a board of directors/trustees of a public, private or not-for-profit sector organization;
- Experience in the area of bridges and civil infrastructures would be considered an asset;
- A professional accounting designation (CPA) would be considered an asset;
- Experience in areas of construction, planning and design, architecture, landscape architecture or land use initiatives would be considered an asset;
- Experience in the area of transportation and active transportation would be considered an asset;
- Experience in the area of heritage conservation would be considered an asset;
- Experience in the area of habitat / wildlife conservation (ecology) would be considered an asset;
- Experience in the area of climate change mitigation and sustainability would be considered an asset; and
- Experience in the travel / tourism / hospitality industry would be an asset.

Knowledge, Skills and Abilities
- Awareness of the mandate, mission and stewardship role of the National Capital Commission (NCC) as well as the legislative framework within which it operates;
- Knowledge of the history of the National Capital Region, the importance of the various Indigenous peoples in the region and the Government of Canada’s commitment to reconciliation;
- Knowledge of public sector board governance;
- Ability to provide strategic analysis on a wide range of projects, plans and initiatives that can be expected to be advanced within the mandate and priorities of the NCC;
- Ability to develop and maintain effective working relationships with fellow board members, stakeholders, including the various Indigenous peoples, and actively participate in debate and discussions among board members;
- Ability to recognize and address emerging issues and trends, to seize opportunities, and to advance ideas and innovation; and
- Strong communications skills, both written and oral.
Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment
- Further to the Terms and Conditions applying to Governor in Council Appointees, Governor in Council appointees are required to be fully vaccinated against COVID-19 unless accommodated based on a certified medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
- Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.
- All appointees are subject to the Conflicts of Interest Act. - Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.
- You are a resident in the National Capital Region, from local municipalities in Ontario, or from the City of Ottawa (statutory); or
- You are a resident in the National Capital Region, from local municipalities in Quebec, or from the City of Gatineau that is West of the Gatineau River (statutory); or
- You are a resident in Canada, other than from a city or municipality mentioned above (statutory);
- You are eligible to be appointed from a local municipality if, at the time of the appointment, you normally reside in that municipality (statutory);
- Priority will be given to residents from the National Capital Region, from local municipalities in Ontario, or from the City of Ottawa;
- You are available to attend in person board meetings at least four times per year;
- You are available to participate in other special meetings in person or by videoconference as required. In addition, there is an annual strategic planning session;
- You are prepared to commit 15 to 20 days per year, not including preparatory time; and
- Must be able to obtain a Secret security clearance for this position.
